Inner city encourages crime by way of Urban Decay - Whites flight to the suburbs left large populations of blacks in the cities in what was know as the second great migration. Much of this population was discriminated against in getting home loans and thus stayed in the inner cities. However many as well faced poverty. Again the democratic mindset panders to the poor in reforms that do little in uplifting rather than maintaining - thus the stagnate progress for many blacks in the inner city. Poverty and high crime go hand in hand. For me the social welfare programs do more harm than good and are easily exploited as well. So the feel good programs often pushed by democrats that are to supposedly help are in fact part of the problem. As well when someone speaks out against welfare people accuse them of being indifferent and uncaring. Quite the opposite as these individual realize that economic disenfranchisement is the worst form of racism in America.

Is there a large city not run by Democrats? If we could have a relevant example, we could make a comparison of the difference in policies, demographics, and budgeting and determine which policies are effective and which are not. It may also confirm or debunk the premise posited by SSgt Alex Robinson.
I for one disagree that government policies "cause" lawlessness. I believe it is a function of the natural brakes in a society - family ties, good parenting, religious and social values, celebrating success and shunning bad behavior - breaking down in many urban neighborhoods that is allowing petty criminality to grow into worse and worse behavior. Many have just given up and accepted this as the new normal.
