Russian intelligence, state media, and trolls under President Vladimir Putin sought to bum steer U.S. domestic reactions to Jade Helm 15, the multi-state U.S.-based military training exercise concluded September 15th. Russia has invested tens to hundreds of millions to infiltrate U.S. media markets with English language news, opinion, conspiracy, and troll content, often interlocking with the most popular U.S. conspiracy theory websites on the net.

If "Side A" can get "Side B" to run wildly around in circles crying 'The sky is falling. The sky is falling.' and to spend lots and lots of money developing 'newer and better' means of preventing the sky from falling then the odds are that either the people of "Side B" will not believe the government of "Side B" when the sky actually does start to fall or all of those 'sky fall prevention' measures will prove totally unsuitable when the ground rises up or "Side A" will simply run out of money and collapse.

It worked to end the Cold War and there is no reason why it should not work today.
