<div class="images-v2-count-0"></div>It would be a local reg/memo most likely. I&#39;ve seen posts where certain stations (like CIF, Legal, etc) were uniform mandatory - but others (Housing, etc) were not mandatory. Call the post outprocessing center and ask - can&#39;t hurt.
