According to AR 638–8 • 7 June 2019, under 4–5. Selection of casualty notification officer, Only trained and certified CNOs in the rank of captain and higher, warrant officers in the rank of chief warrant officer two and higher, and noncommissioned officers in the rank of sergeant first class and higher can be tasked to serve as a CNO and notify NOK of the deceased. This group includes Army personnel assigned to DOD, USAR, and ARNG advisors, and ROTC instructors.
I doubt an ETP for a SGT(P) will be granted to serve as a CNO.

There's a certain level of experience and/or maturity needed for these kinds of duties, and your average E-5 isn't going to have the necessary level of experience to handle the administrivia that goes into death gratuities and survivors benefits, to say nothing of the experience necessary to handle the emotional complexities of survivors grief...

I don't believe there are any memoranda that will allow you to self identify as a tank.

You can take the training, it's on JKO. You'll never be utilized as a CAO/CNO at your rank. As others have pointed out there is a huge amount of responsibility involved, it's a lot more than just knocking on the door and delivering bad news.
