It would take a real administration spinmeister to rationalize a case for improved relations with any country, ally or avowed foe. Most if not all are madder each day they don't get more money, free aid, or military protection from US. They bite the hand which feeds them and we in return extend the other hand with more aid. Maybe DT has the right idea when he suggests that foreign countries should pay US for our protection and support themselves with their own money.
