How about "shave tail"? So before you get all PC me on this term has nothing to do w/ female military personnel.

Shave tail is a hold over from the horse cavalry, it applied primarily to mules and was used to identify new mules who had not been militarized yet. their tails were shaved to warn troops these mules were new and not used to the military yet. A second Lt was also new to service and in those days quite often very ignorant of service protocol. So that became the slang for new mules and officers.
