Can you use Hazlewood benefits from outside Texas?

If you joined the military and retired in Texas but your work now has you in another state are you or your spouse able to utilize Hazlewood for Distance Education with a Texas College?

Currently reside in Texas; (40 TAC §461.40) & (40 TAC §461.70)
