Nothing says you can&#39;t sew it yourself either. Use dental floss. Evey unit will have different SOPs for how gear is set up, so get used to it. Your clothing allowance is plenty for some cat eyes. Be glad your not starching uniforms anymore. Short answer. Yes they can require it be obtained. In my opinion they should offer a standard means of accomplishing this. Cat eye bands are dairly standard. The information on them varies from unit to unit. Question would be is it part of your clothing allowance the answer is yes.
