The inspection in Texas will most likely not be accepted in Hawaii. Texas a few years ago had one of the lowest bars to hurdle on vehicle inspections and I suspect Hawaii has one of the highest. You could however inspect and tag the vehicle in Texas. Some states don’t require inspections. Others only in some metro areas. My guess is HI inspection won’t count in TX. Wait to have car inspected until you get to TX.
