Trying to claim an ocean, the South China Sea as there because its called the South China Sea. Establishing and even making Islands to forward deploy their Military forces to enforce their control once they have taken over. Even on the African continent buying their way into control. It very obvious what China's plan is and step by step they are moving forward with it. The only way India can respond is via a very strong military response on the ground which is forbidden due to past treaties they signed on Kashmir. Chinese know this and that's why these skirmishes continue, Chinese know full well the military response is restricted by treaty and so they are low risk. So the only way India can put a stop to it is via further provocation and violation of a past treaty limiting specific arms in Kashmir which I think is the Chinese aim and hit China back with a very strong response. If that happens it opens an arms race in Kashmir or a very major international incident with China being the victim. The only other option India has is a strong diplomatic front in which they would need to build a consensus of Asian Powers of which China has bought most of them off already. So not a good choices for India. China has no business in Kashmir and they never should have been allowed to make a claim there or station troops there during the last major skirmish which I think was the 1960's India did not provide a strong response back then and that has led to events of today. China can afford this slow campaign of 1000 cuts because of the treaties in place and wait out for India to grow tired of it and offer more concessions to stop it. China is not concerned about low to moderate body count being a closed dictatorship, India is being an open democracy. Heavy body count would get Chinas immediate attention though.
