Civilian putting in awards for service members

What form would a GS -11 fill out when wanting to put in awards for soldiers (ARMY)

I viewed AR 672-20 and and the typically AR for army awards

Good Query, I hadn't though about that. Not uncommon in DC where Military and Civilians work side by side that a Active Duty Member could be working directly for a Civilian.

Try AR 600-8-22 for Army awards. It may have something more specific listed in there, but I would think that the standard award form DA 638 would work

Still a DA 638.
It is pretty explicit in AR 600-8-22 para 3-4 who may recommend.
