Certain corrospondence pertaining to pay, leave, promotions in a unit are time sensitive.  The "S-1 shop", as some call it, is a one human organisation in some cases, especially in the National Guard. 

How does the Active Army-Navy-AF-CG keep track of personnel corrospondence. Are there any automation tools to streamline corrospondence tracking , email or postal ?

What are some best practices to organise military corropondence ?

When you say "tracking" it depends on what you mean.  The old way of having someone sign for it when you deliver it to them means you know that it was delivered.  Doesn't mean they won't lose it, but at least you can prove you turned it in.  Outlook has the capability to receive a "delivered" or "read" receipt but those can also be turned off by the receiver.
