<div class="images-v2-count-0"></div>This article explains it pretty well. In short, since you are not a federal Soldier your promotion has to be approved by the federal government. You name gets added to a scroll and has to be approved by congress. This can take months. The article said it can take up to a year. If you are promoted in your state you can wear the rank. If you were activated in a title 10 status you would revert back to you federally recognized rank. Luckily, POTUS is trying to address this delay.
