Contractors. They are actually employed by IBM and the other tech giants. They tend to be fresher and more up-to-date than what military schools churn out. When their expertise gets stale, they are rotated out. However, your being in the Navy may be at a higher level than what I had witnessed, out in the field.<br /><br />Back when I was encrypting messages, we did it by hand, then sent it out by Morse Code.
