All in the politics Sir, all in the politics, who is the elected officials that are allowing it to happen and then who are they receiving financial support from, that is where my first suggested start would be to look and address.

Check with their local commands to determine who set the policies and work schedules. Elected officials don't even know these people exist, much less set their work schedule.
