Did Google Chrome just start running ads in the right corner of the browser?

See the second picture below. I keep getting these pop ups and it is a distraction. WHY? Also, I was cleaning out the cache in hope if being able to use RP on Chrome... If I click on an email I get the soldier bended knee picture page. Looking for tech smart answers. JP you have had a lot of them on here! SSG(P) James J. Palmer IV aka "JP4"
