This is an email sent out from my leadership in March: <br /><br />The effective date for this new policy is 1 May 2018. This policy effectively removes the Command List Integration (CLI) and replaces it with the Mandatory List Integration (MLI). This information is vital for my enlisted personnel in preparing Soldiers for promotion and navigating through the process. Although most of our officers are past the company command level, this information will help you better understand the process prior to assuming BDE or BN command.<br /><br />It will now MANDATORY for SPCs and SGTs to appear before the promotion board when they reach their Primary Zone (PZ) date based off of their TIS/TIG (35 mo TIS/ 11 mo TIG for promotion to SGT, 71 mo TIS/ 17 mo TIG for SSG). Leadership can no longer deny a Soldier’s board appearance based on personal perception and counseling of the individual. If the individual passes the board, he or she will be placed on the Promotion Recommended List (PRL). If they are not recommended for promotion by the board, the will continue to be counseled at least quarterly until the command feels they have responded well enough to the prescribed training and development plan to appear before the board again. This process will continue until the Soldier reaches the time hack for the MLI to take effect (47 TIS / 23 TIG for SGT, 83 TIS / 23 TIG for SSG).<br /><br />Commanders with Soldiers who attain MLI eligibility, but cannot pass the board and be placed on the PRL, MUST bar the soldier from continued service. Commanders will use the bar to continued service (with counseling) to identify Soldiers who have demonstrated no potential for continued service or leadership. The intent is that, with active leader involvement, no soldier will ever be automatically integrated into the promotion list. Completion of required Structured Self Development (SSD) courses will prompt an HQDA initiated bar to continued service as well. SSD 1 is required for promotion to SGT and SSD 3 for promotion to SSG. Commanders will review the bar to continued service at least every 3 months after the date of imposition and 30 days before the Soldier’s scheduled departure from the unit or separation from the service. Upon completion of each 3-month review, the unit commander will use DA Form 4856 (Developmental Counseling Form) to inform the Soldier that the bar has been reviewed and will remain in effect unless the Soldier completes the required SSD course.<br /><br />ALARACT message 114/2017, AAA-294 guidance are what you need and there&#39;s a PPT about it too.
