Did the No Child Left Behind education bill also include pressure for teachers to pass failing students no matter how badly they do?

A member from rallypoint informed me that the No Child Left Behind law prevents students from being given a failure for not doing their homework? If so, this b.s. also happens in Canada and there is not a No Child Left Behind law and teachers get fired for doing the right thing. Read the link below about the teacher who disobeyed the progressive liberal School Board and how he won the case but won't get this job back! Even Jeff Spicoli would say " This is so Bogus!"

LTC (Join to see) Sir, from what I have read, there is pressure on teachers to pass students when they have not earned it. This is a disservice to the student and the community when the student has problems because of a poor education.
