I ended up caring for the dog of a deployed soldier. As I grew to care for the animal, I dreaded having to return him. The Soldier returned only to PCS, so, at his insistence, (and to my great relief) I became the dog's new owner. It is a decision that I have never regretted, and I provide regular progress reports. Your "Foster" programs are a better idea, as no one gets too attached while the deployed SM is away.
