You may want to see if your service branch has its own rules governing gig work. There are also requirements for spouses who want to operate a business while living on an installation.

Service members:
Start by consulting the Outside Activities section of the Ethics Counselor’s Deskbook. This gives you the DOD’s basic rules for off-duty employment.
Get permission from your command. Start with your supervisor. You will also need your commander’s approval, and you may need your local legal office or ethics office to sign off. They will evaluate your request to make sure your side job does not:
Interfere with your military duties, since the military could potentially call you to work at any time.
Impact your safety or the safety of those in the military community. For example, you shouldn’t do a job that makes you miss out on sleep.
Violate the military’s ethical standards. For example, you can’t work for another federal agency while you are on active duty.

Yes you should inform your command of any other job you are doing especially if you make money off it. Also - if you have a clearance (which as a 35M you definitely have a TS with SCI eligibility) you should probably inform your security manager/S2. If you are read on to SCI, you should let your SSO know.

Freelancing & Temp Jobs in the Gig Economy • Military OneSource

Learn how gig economy offers military spouses and service members an opportunity to earn extra income through freelancer, temp jobs and contract jobs.

SFC Private RallyPoint Member Wed, 20 Apr 2022 17:56:54 -0400 2022-04-20T17:56:54-04:00 Response by SGM Bill Frazer made Apr 20 at 2022 7:07 PM https://www.rallypoint.com/answers/do-i-need-to-report-freelance-work-to-the-army?n=7634455&urlhash=7634455

By reg you are suppose to get permission from the CO SGM Bill Frazer Wed, 20 Apr 2022 19:07:35 -0400 2022-04-20T19:07:35-04:00 Response by SSgt Christophe Murphy made Apr 21 at 2022 8:04 AM https://www.rallypoint.com/answers/do-i-need-to-report-freelance-work-to-the-army?n=7635388&urlhash=7635388

At the least you should sit down with your Squad leader or Platoon Sgt to let them know and dispel any concerns. If active duty you should have your Commander's permission for employment outside of the Army. If you're reserve component, you probably don't need permission because it's expected reserve component Soldiers have civilian jobs.
