Do I qualify for back pay and/or a waived promotion?

So I enlisted in the Army NG on November 15th of 2018. So I've been enlisted for just about 15 months and am still a PV1. Originally I was supposed to get promoted through the buddy system but I never got that. Then I was supposed to get promoted after 6 months due to TIS but that never happened. Then 8 months after enlisting, I shipped off to basic and they told me I couldn't be promoted there for whatever reason. Now I'm in AIT and have been here since October and once I got here I submitted some forms and other statements to the drills so they could get it figured out with the liason but nothings happened. I've lost out on well over $2,000 and should be a PFC now for TIS so I'm losing even more money. Is there any way I'll be able to get back pay for all of this bs? I've also heard that in certain circumstances I can get a pay grade waived and get promoted straight to PFC..anyone know about that and if I'd qualify? Found this site and it's about my last resort, any help/recommendations will be much appreciated, thanks.

Were you drilling before going to Basic? As in, we're you being paid as a drilling Reservist?

SFC (Join to see) - That's correct, the first promotion for the buddy enlistment should have been initiated by his recruiter and should be on his contract, but promotions after that would have been controlled by his assigned company, if they had gave him a permanent assignment. Some Guard units used to send pre BCT soldiers to a "Pre Basic" instead of drilling with your regular unit. If that was the case, you are correct, he will probably have take it to BN or BDE level to fix it. The National Guard Bureau usually has a liaison on most BCT or OSUT bases that may be able to help this soldier get this sorted out and help him contact the right people at his unit.
PVT Paulson. Make it a habit to keep a copy of all your orders, awards, I even kept all my LES's, if you haven't been doing that already. It's a lot easy for the S1 and Finance to fix stuff if they don't have to run down the justifications for those actions.

CPT Lawrence Cable Ive kept copies of all my orders this far as well as honor graduate awards and other minor awards. I drilled with my rsp unit and my permanent unit for once in Mos qualified has actually been changed twice since then for whatever reason. I've tried getting in contact numerous times with the NG liason but have yet to hear back.. Is there any chance I'll ever get back pay or is that out of the question? Thanks

Are you back at your unit now? If so, request an open door with the 1SGT and the Unit Admin, as a place to start. If you have been jumped around, they may not have a clue of where you should be yet. If that doesn't work, see if you can get an sit down with the BN S1, who should be able to get that mess straightened out if no one else can.

PVT (Join to see) that makes a lot of sense then. No unit has claimed ownership of you so no unit has promoted you.
Yes, you should get backpay, but you must get your promotion fixed first.

If you went to an RSP program before you shipped off to basic, your unit may see you on a manning roster but that is it. I currently have 7 kids in such a program that I have never met. The promotion part of that may be a break down between the Bn that is getting you and the RSP unit that you were in. If you have contact to the Readiness NCO for the unit you are going to that may be the first step. Assuming that he/she does his/her job that should then be run up the chain. If you don't have any contact info you will most likely get no traction until you actually show up there. Then hit up everyone, squad leader, Plt SGT, and 1SG. They should square you away. What does your LES say for pay grade?

E01. As well as AKO and every other website that should tell me. I have actually contacted my readiness NCO and she said she can't promote me until I'm out of Tradoc but I'm worried when I do get promoted, it'll only be to pv2 and I'll be a whole pay grade behind for a whole lot longer and get screwed out of even more.

PVT (Join to see) - Well your unit can take care of you when you return. They can promote you to PV2 and then add a wavier for time in grade and the promote you to PFC. This assumes you meet height/weight and pass the APFT then meet time in service requirements. Once you get to the unit your 1SG should have a sit down with you and I would run this up your chain. If you don't see something in a few months then request to see the commander. Make sure your ducks are all in a row before you go that far. A good NCO support channel should square you away. Good luck.
