Do Promotions points continue after a break in service, or do i start back over at 0 with this contract?

How long of a break are we talking about here ?
Some things keep on, others reset depending.

Hmmm - if you're going active with the guard or the reserve unit of assignment then you keep it all. If you're volunteering again you may get a break for TIS requirements if you're returning at the same grade but I have doubts. As for will you kick-in with promotion points from a previous selection board - NO - you will have to re-board and hopefully re-earn your rank.
I may be wrong but that's what i got from a transitions NCO.

You will get credit for whatever civilian and military education you have, TIS will be calculated, TIG may or may not start back at 0. I was given credit for my IRR time as TIS for pay, but my BASD was different and was always a headache for retention. I was also a Branch transfer from Marines to Army though. SFC Private RallyPoint Member is a Career Counselor and is incredibly knowledgeable in this area.

TIS/TIG, awards will always have point value, civilian education/ military education with will still be there. APFT and Quals is up to you to maintain current.

You don't have any promotion points if you are a PV2. When you are promotable you can look at your PPW to see what you have. You will receive points based on your awards, military and civilian education, PT, shooting, and a few other things.

This should be the last thing you are concerned about right now. You should be concerned about not doing what you did to get discharged the first time
