I wish I could say yes, because I have a feeling that we would be able to handle business they way it could be handled. 

However, when you get to the BN level and possibly the BDE level, you run into the politics game. Some people are just not as popular. I have seen Soldiers who are performers, who for one reason or another are seen as the S-bags. 

I feel like this would open up the potential for retaliation as well. If a Soldier had a legitimate Congressional complaint, or other action (IG, etc), it could open up an avenue for that Soldier to be retaliated against if the CoC disagreed with the Soldier.

O-6/brigade commanders were empowered a couple years ago with separation authority...it's working nicely, so far.

I think BDE level is as low as it should go and maybe just handle Junior Soldiers and Junior NCO's.

No need for additional Bn/Bde-level Board.

We already have the tools in place to downsize the Army smartly. HRC has QMP, QSP, Bar and RCP; Bde's have separation authority and retention denial authority and Bn's have Flag's, Bars, Admin Reduction and UCMJ.

If we use the tools given to us, we will have no problem denying folks continued service that don't deserve it.
