Do you know an expert who can navigate the VA bureaucracy who has experience filling out VA Form 21-526EZ?

This is the only suggestion I would have too. The DAV ID made up of. Veterans who know the system. They will provide you with answers to questions you wouldn't even have thought to ask. The DVA will only answer the questions you ask. Go to the DAV, they will fight for you, not with you.

I highly recommend the DAV as well. I used them to file my initial claim. Not only did they do a very thorough scrub of my medical records, they found things I had no idea could even be claimed. Plus, they fill out all the paperwork, send everything to the VA and have direct links to follow up...it's a no brainer. They also have the backing of a huge organization to represent you if need be during a NOD.
