Do you only need a memo signed by the company commander to submit a soldier for a drivers badge?

Forgive me, I am not familiar with badges for other services, what is a drivers badge?

If the Soldier meets the qualifications, which I believe are 8000 accident /incident - free miles or 12 consecutive months, the CO, after confirmation of meeting the requirements, can create a memo. This is similar to memos that authorize Good conduct medal and ARCAMS. Usually the POC to review the record is the Senior motor Sergeant, though I bet the forman (WO) can also sign off.

I am pulling from memory cells that are 10 years old. Maybe some 88 Mikes can jump in here?

For the most part the memo has to be signed by a LTCOL or higher.. per the regulation...

Working in the Battalion Motor Pool back during my enlisted days as the PLL/TAMMS NCO I printed off many a driver's record from the ULLS-G Box for the Master Driver who did up the Memos which were routed through the company commander(s) to the battalion commander via the S-1.
As an officer I didn't wear my Driver's Badge on my uniform, but I was proud of the accomplishment nonetheless... I got mine as an E-4 in Korea back in the day. Not everyone in the unit did because driving in the ROK could be quite challenging, at least it was for me back in the 1990s.
