He enforces presidential policy. That said, it doesn't really matter who the AG is. It matters who the President is. The "content of her character" is beyond suspicion. While it's the president's choice who to nominate, it's still the US Constitution (Art. II Sec. 2) that gives the Senate "Advice and Consent" authority. Cutting deals to get concessions when someone should not be considered is despicable conduct.
