If used properly and actually viewed by branch managers, then it would be no issue. I have been on TDA assignment before only to see people that didnt want to be there get selected and those who volunteered not get selected. Career progression is one thing, but a soldier should have more input to his own career instead of being at the mercy of a branch manager that only know you by what your ERB looks like.
