Specifically citing the attack in Texas, it is likely ISIL leadership saw an opportunity to imply their global reach and support their previous claims of having sleeper cells within the US. The outcome of the attack has no effect on their likely goal of giving the impression of placement. <br /><br />In order to get to the stage of organization to execute attacks, my opinion is they would have to move away from the current method of instant communication and synchronization using electronic and social media, and towards the lengthy method of hand written notes and messengers. This is the primary way AQ communicates, and takes a long time to give and receive directions. This was one of the major splitting points between AQ and ISIL, and it is likely not the direction they want to go.<br /><br />Maintaining the use of their current method of communication will continue to leave them open to exploitation, and allow US GOV agencies to interdict and thwart any planned attack, at least on US soil.
