Reserves are federally funded and is where you find your service and support jobs.

Keeping it simple, it may not reason to make the NG full time and I'm not sure how many states could fund that transition. Also, we are the only military entity not bound by the Posse Comitatus Act. This basically means that we are able to support law enforcement and other civil authorities in cases of emergency. RA (T10) isn’t able to do this. They are now an operational reserve which is already a lot more then they were before. There are always units deployed forward. They are owned by the state and supported by the federal government as an operational reserve. The country would not be able to afford keeping them full time. The only reason why the Army hasn’t been successful in doing away with them is because they are so cheap to maintain. The previous Army Chief of Staff would have been more than happy to take away all equipment and leave them gutted in the state. This one, not so much. So as long as they provide a service they will stay in the current status. They start to directly compete with the regular army for limited dollars and they will soon be pushed aside. The militia is in the constitution so they won’t go away but they could get gutted.
