Depends on what form Federal involvement takes. I'm not sure what can be legally done without the Governor's request. Remember Katrina, one major issue was no request from Governor Blanco, until it was at crisis stage.

I think the Feds should hold the local government responsible for correcting and improving the conditions, lowering the deaths and getting gang members off the streets.
Withhold federal funds until crime related deaths are reduced XX %
Withhold federal funds until violent crime other than causing death is reduced XX %
Appoint a special prosecutor to investigate local leaders and governments role (or lack there of) in reducing crime.

I agree SGM the only thing that could possibly happen is the governor call out national guard and declare marshal law, but that is a temporary solution, not a happy one at that, withholding funds may actually weaken the local law enforcement, we need to go after those in power who buck the system and refuse to enforce the laws, take away monies for infrastructure, welfare benefits, anything that benefits those that are in power, except for law enforcement they are the first line fighters, go after the social benefits before the civil law enforcement, just my thought
