The element is common to all DITA types of topics: Concept, Task, and Reference. It is the first paragraph in a topic. However, it isn't mandatory. You can eliminate the element and you will still have a valid DITA document.
So why use it?

SGT Corey Franks If you can re-phrase this into a topic for discussion that would be useful and beneficial to a large segment of the RP community and not solely a link to your consulting service it would be in line with RP guidelines, if not we'll have to close the topic.
