Does a change of command inventory negate current subhand receipts (DA 2062) once current CDR transfers over inventory to incoming CDR? https://www.rallypoint.com/answers/does-a-change-of-command-inventory-negate-current-subhand-receipts-da-2062-once-current-cdr-transfers-over-inventory-to-incoming-cdr

Assuming everything is accounted, specifically for TPE in a deployed setting. But, from my experience down in Honduras....all of my SHRs became null and void once the new Commander signed for and took receipt of all equipment. Now for 2062s for change of command I usually will have my equipment signed out, returned to me in which I can show to gaining commander and the update the 2062. If you are taking command I recommend having eyes on it also look to see when the last time your supply Sgt has updated the 2062 and reverify the location of such said equipment. The sub-hand receipt holder will need to 2062 the specific stuff to the holder following the inventories SSG Private RallyPoint Member Thu, 13 Aug 2020 20:22:28 -0400 2020-08-13T20:22:28-04:00 Response by CW4 Guy Butler made Aug 13 at 2020 8:25 PM https://www.rallypoint.com/answers/does-a-change-of-command-inventory-negate-current-subhand-receipts-da-2062-once-current-cdr-transfers-over-inventory-to-incoming-cdr?n=6204366&urlhash=6204366

No. As long as they’re current, they remain good.

First, there is no such animal as a “Change of Command” inventory. It’s now a Change if Primary Hand Receipt Holder inventory.

Second, sub hand receipts are good for six months from the first change document posted. Ideally, the sub hand receipts will all be updated and resigned (clean copies) just prior to the change of PHRH inventory. This tends to make the PHRH inventory much easier to complete (and, in the Reserves, eliminates the need to physically inventory that property). This reflects the CoC inventory results and their may be some MFR describing the open FLIPLs to resolve shortages or other elements of mitigation and relief at the time the PHR changed hands.

Ways to ensure you are properly accounting for property and executing your responsibility and accountability:
- everything is subhand reciepted away from you. Encourage the hand receipt holders to HR to the user level.
- ensure that there is a system to secure the property, including key control
- do your 10% inventories, on the training calendar, flesh to metal. Don't delegate it.
- conduct field recovery and identify losses and shortages. Seek relief/mitigation
- if there are items you were told "don't order those" obtain a MFR stating this. This is especially helpful when SCs change.
- ensure your SI inventories are done and make a DA6 for it to ensure the same disinterested parties don't do it back to back. A CDR should have their sub hand receipt holders update them, but the last thing the incoming commander says during the ceremony "All policies remain in effect." Soldiers are hand receipting government equipment from the commander, who is interchangeable, not from CPT Schmedlap, who is replaceable. Immediately following a Change of Primary Hand Receipt Holder Inventory (Change of Command/CORO), the subhand receipts need to be updated. There’s also a point in DA PAM 710-2-1 Ch. 9 to notify subhand receipts holders of when and how a Change of Primary Hand Receipt Holder Inventory is conducted.
