National Guard missions along the United States-Mexican Border have been going on for a long time not just under the recent Obama, Trump, and Biden administrations.

So in short, yes, a Governor does as commander-in-chief of their States respective National Guard have the authority to deploy Soldiers and Airmen of that National Guard to another State with approval of that respective State.

Sometimes funding for such missions is supported by the Federal Government, sometimes it is not and is funded solely by the State or States involved. Think about that; each state has an Army, and an Air Force. I doubt that any other country has this. It's like fifty different countries. If you were another country, it's like having countries under you that have their only Armed Forces. That would make for a very nervous country. But, not here, in the US.

With that said, States can assist other States. This includes sending Armed Forces authorized by the Governor. However, in order for the Governor of one State wants to send their National Guard (or even a State Guard) to another State then the Governor of that State will likely to have issued some kind of invitation, approval, or some other kind of written permission.
