Does a Governor have the authority to deploy National Guard soldiers to another US State?

June 29, 2021: South Dakota Gov. Kristi Noem (R) announced Tuesday that she is sending 50 state National Guard troops to the southern border in response to Texas Gov. Greg Abbott (R) and Arizona Gov. Doug Ducey's (R) request for help with illegal crossings. Most notably, however, Noem plans to fund the venture via "private donation."

National Guardsmen have a long standing precedent to support other States when requested in a variety of missions from natural disasters to civil unrest. National Guard missions along the United States-Mexican Border have been going on for a long time not just under the recent Obama, Trump, and Biden administrations.

So in short, yes, a Governor does as commander-in-chief of their States respective National Guard have the authority to deploy Soldiers and Airmen of that National Guard to another State with approval of that respective State.

Sometimes funding for such missions is supported by the Federal Government, sometimes it is not and is funded solely by the State or States involved.

Not to invade them or without consent, no. A governors authority ends at their border. In order for an NG unit to enter another state in an official capacity, they must be invited in by that states governor.

Short answer: Yes

Long answer: It probably takes the coordination and paperwork like launching a rocket into orbit.

Each State is authorized its own military force. Think about that; each state has an Army, and an Air Force. I doubt that any other country has this. It's like fifty different countries. If you were another country, it's like having countries under you that have their only Armed Forces. That would make for a very nervous country. But, not here, in the US.

With that said, States can assist other States. This includes sending Armed Forces authorized by the Governor. However, in order for the Governor of one State wants to send their National Guard (or even a State Guard) to another State then the Governor of that State will likely to have issued some kind of invitation, approval, or some other kind of written permission.

Yes, what you saw in DC during and after the inauguration was all 50 governors sending troops in a T32 status.
However, you cannot fund it through "private donation."

Yes and it's happened many times before. For instance, my state of Washington deployed relief to Hurricane Katrina immediately after returning from a deployment to Iraq.
