TS/SCI indoctinated personnel can sign a User Agreement to allow their PEDS/PWFDS into a SCIF provided the wireless capabilities are disabled(depends on your location and policy, if they're a NO-GO still in SCIF areas, so be it)

PEDS/PWFDS cannot contain these capabilities: wi-fi, cellular, photographic/videotaping, or microphone/audio recording. But most androids/iPhones do hence they're not allowed in secure areas. As long as it can't transmit, you are okay.

Stay vigilant around OPSEC but stay committed to fitness. Working in a SCIF both in my military and civilian capacities, this could be a game-changer. I have a Pebble (original, KickStarter edition) that I would love to be able to keep with me. I know people that have FitBit too.

As for outside of the SCIF, I was happy that they allow tracking devices with the fitness uniform. I can't tell you how nice it is to be able to track my status on the run using the pebble (and the phone on an armband tucked under the sleeve) when taking an APFT. I think these rules are the same as cell phones rules. So before getting to the location take them off and after leaving location put them back on. So to answer the question, I do not think Alaract 084/2015 will affect how you wear smart whatches. It is more of when can you wear them.
