I don't think there really is one. Each unit does their OpOrds differently, therefore the Reclama is ALSO different.

In essence, write a Reclama as you would an OpOrd, using the same basic template, but scaled WAY down, to include only the pertinent data about why filling the Order is not possible.

It has been 6 years since I was in a G3 writing these regularly, and I am retired, to boot. Otherwise I would hook you up when I got to work tomorrow. Sorry I am not MORE helpful, but hopefully this at least gets you started in the right direction/
