Does anyone have a clue as to what this flag is and what is its meaning?

What is going on with the bottom left on the red border? is it just see through? Looks like a pattern.

That is a WWI Liberty Loan Flag. Yours is a 4th loan flag. Basically if a business or municipality met its quota for 4th Liberty Loan, they would receive a flag. Kind of a novel idea, borrowing money that the govt planed to repay to fight a war...

My initial thought was a service flag like a blue star family but the stripes have me stumped

It's not the civil peace flag. We've flown the Military Flag for the entirety of the life of our country. Except once in 1914 or 1912. Sad when you think about it.

SPC (Join to see) It appears to be a "service flag". Per the info I could find, the number of stripes indicate the number of family members serving - similar to the blue star flags of today.
