In the Norfolk area there is Chief Macs, and a few others just down from the base.

There is Lujos near the back gate of fort eustis who does a nice job andva quick turnaround time

Make sure you check the font and be IAW DA Pam 670-1. Also, ensure there is a space between the U.S. and ARMY (“U.S. Army”).

Langley in Uniform Sales, Ft Eustis in the PX facility and Norfolk in the Main Exchange all have alterations who can do it. Downtown Norfolk on Plume Street has Grace's and outside the back gate at Eustis has a place in the shopping center across from McDonalds.

Clothing sales can do this via alterations. This can be done at any military post/base/yard. Any place that offers cleaning of garments will also sew on name tags, ranks, patches for a fee. Just need to show them where each needs to go.
