I was just sitting the the DFAC yesterday and seen an army commercial.come on with this information. It basically is a Da Form 4187 that the commander signs off on to allow a soldier to be pinned Sergeant if they meet requirements and have their P status. All they would be missing is the school (BLC). If they are overseas and not given the opportunity to attend it allows the soldier serve as an NCO prior to school and a 2 year time frame to complete the schooling. Are there any ALARACTS, MILPER MESSAGES, ETP or new regulations regarding this?

https://www.armytimes.com/news/your-army/2018/04/26/deployed-and-cant-go-to-school-you-may-still-be-able-to-get-that-promotion/

Deployed and can’t go to school? This is how I understand it but I'm not 100% for sure. Thus far, instructions for this have only been supplied to Active Duty. USARC and National Guard are not tracking having received process instructions as of yet.....if ever. But, if you are Active Duty, and you want/need the MOI and sample DA Form 4187, contact me, my email is below in one of the responses, and I will provide what I was given.
