Does anyone know why Army CID is closed for enlisted and officers?

Enlisted are not closed out from CID* and can transfer into MOS 31D (Enlisted CID Special Agent).

You are correct regarding "CID is closed for officers" though (I assume you mean as a CID Special Agent). There was a program a few years ago that allowed junior commissioned officers to enter in as warrant officers, but that was discontinued AFAIK.
