Preparation and submission requirements (2) Nonrated time encompasses periods of time when a rated Soldier cannot be evaluated. These periods include a Wide variety of circumstances when a Soldier is not performing duty in an assigned position under a valid rating chain. Qualifying periods of nonrated time are documented on OERs and NCOERs using nonrated codes and they become part of a Soldier’s rating history (see DA Pam 623–3). Comments on events or accomplishments during periods of nonrated time will not be made on OERs or NCOERs (see paras’s 3–16a and 3–17a). <br />(3) Gaps in a Soldier’s evaluation history may occur for various reasons. I couldn’t find where it specifically states whether or not a DA Form 1059 is submitted as an attachment to the NCOER but it does discuss it as part of the process. Normally the school Commandant is responsible for submission of 1059’s. For senior NCO promotion board consideration the board would already have your records. Ranger school now does not produce a 1059 even though it is a military school. This is the dilemma I am running into, I do not want to have my NCOER get pushed up for a full 12 month annual when I was in school for 91 days. It does make sense though to put in the school code and suck up the fact that for those three months I was not being rated. The applicable evaluation report forms are DA Form 1059 (for military institutions) or DA Form 1059–1 (for civilian institutions). These evaluations focus exclusively on the Soldier’s performance and accomplishments while attending a school or course.<br />Note. The time period covered by AERs is counted as nonrated time on OERs and NCOERs covering the same period. <br /><br />Its is &quot;unrated time&quot; because you are not being evaluated by your rating chain, nor are you performing your assigned and observed duties as normally tasked.<br />It is understood and &quot;acceptable&quot; unrated time so long as the 1059 shows accomplishment in the service school.<br /><br />If the 1059 shows the SM &quot;failed to meet course standards&quot; well then thats another story....
