Should the DoD look at ways to provide compensation and benefits to Military and Civilian employees more efficiently and at lower cost? Yes. Should Congress crank up the good idea machine and tell DoD how and what to do? No! Your Democrat Congress person is probably looking for a way to cut the military budget.
