Does MEPS pull your VA medical history? Can they also get records from a surgery I had at a military hospital in Germany in 1997?

MEPS does not pull anything. Medical or police records. You and recruiter do it.
Yes VA can pull or request any medical records if you give them the signed authorization.

Yes they do pull anything covered by Tricare for you or any of your dependents.
