Hopefully they don’t have him in the barracks because the Army did away with the Geographic Bachelor. You are not active AGR, so he should have been receiving BAH. You are changing your geographical location.
The standard for BAH is authorized based on rank (amount received), dependency status (spouse is a dependent), and duty station zip code.
If he is residing in the barracks (government housing?) that may likely be the problem with the BAH being started. 1SG Private RallyPoint Member Mon, 25 Mar 2019 19:10:58 -0400 2019-03-25T19:10:58-04:00 Response by SFC Private RallyPoint Member made Mar 25 at 2019 7:12 PM https://www.rallypoint.com/answers/does-my-husband-get-bah-even-though-i-am-national-guard-in-ohio-and-he-is-stationed-in-fort-bragg-north-carolina?n=4484152&urlhash=4484152

https://www.thebalancecareers.com/army-announces-end-to-geographic-bachelors-3353934

Army Announces End to Geographic Bachelors

The Army announced an end to the geographic bachelor program.
