I am wondering if my TIR and TIS would count towards my E5 eligibility for the upcoming navy advancement exam? If so, does anyone have a reference to support this? <div class="images-v2-count-0"></div>** UPDATE to prior answer below **<br /><br />TIS counts regardless of what branch or component of the military you are in. As long as it is creditable 'good time', then it applies.<br /><br />As for the TIG/TIR, you'll have to look at your enlistment paperwork when you joined the Navy. Part of the enlistment process of a Prior Service individual will involve going through a grade determination and the establishment of a new date of rank (the guidance from DoD is to try and maintain the same rank and DOR, but the gaining service has to make the determination).<br /><br />** UPDATE **<br />While the above is correct, I looked a bit into the Navy's latest information (BUPERSINT 1430.16G Ch1*) for promotion requirements for E-5 (such as schools required, etc.) and Time-In-Rate information. According to Chapter 2 (Eligibility Requirements), Section 214(c)(3):<br /><br />"Other service veterans (OSVETs) entering naval service in the same paygrade held in other service will be credited TIR held in prior service. Compute and record adjusted TIR on NAVPERS"<br /><br />So, when your grade determination was done at enlistment, you should have been credited with the time you spent as an E-4 in the Army.<br /><br />Recommend that you read through the instruction if you haven't already as there are additional requirements that apply to all Sailors in a paygrade as well as others depending on the rating designation (much like the Army). <br /><br />For example, in addition to meeting your TIR requirements to E5 (12 months), you would have to complete the required leadership courses (PO2SLC Phase 1) in order to be frocked/advanced as a PO2.
