Does my wife need a no-fee passport to travel to Guam on orders since it’s a US territory and she already has a civilian passport as well?

Your spouse is not eligible for a no-fee passport as she is not a government employee on orders to Guam. If you are moving your spouse to Guam, she will need her regular passport.

Don't over think it. A "no fee passport" isn't a special passport or a passport category to itself. It's just a program used to produce passports to folks at no cost due to special circumstances such as Federal employment. There are three types of passport. Tourist (blue), official (dark red/brown), and Diplomatic (black). If she already has a tourist passport there isn't a reason to get another tourist passport.

She shouldn't need a passport to fly to Guam from any US Airport as long as it is direct. However, if she has a passport, she would be covered if one was needed.

Regular US passport should be adequate. Check Dept of State web site for info on requirements for other countries.

If your spouse needs a no fee passport it will be written in your orders that specifically list her name, granting command sponsorship. For instance, Italy will state you need a no-fee passport and a Visa, Germany and Japan, just a no fee passport

Guam is a U.S. territory, there are no travel restrictions aside from the past year's COVID restrictions for citizens of the United States. It will not hurt to have her civilian Passport ready when traveling, as some destinations in the U.S. require Real ID.

Origin of your connecting flight into Guam will determine the U.S. Customs screening questions you will have to answer for. If you fly in from Hawaii at minimum you will be asked if any fresh Fruits or perishables are to be claimed. If connecting from a foreign country such as Japan or the Philippines will probably require more information, then a Passport will be required.

Side Note: Please Enjoy the Island and keep in mind it is not the continental US, it is a tiny Tropical Island so no more hours long road trips. People from Guam are born U.S. citizens. We also have the highest Military Service rate per capita for many reason. Chances are you at least have a Chamorro in your Brigade. Enjoy!
