It&#39;s just a program used to produce passports to folks at no cost due to special circumstances such as Federal employment. There are three types of passport. Tourist (blue), official (dark red/brown), and Diplomatic (black). If she already has a tourist passport there isn&#39;t a reason to get another tourist passport. It will not hurt to have her civilian Passport ready when traveling, as some destinations in the U.S. require Real ID. <br /><br />Origin of your connecting flight into Guam will determine the U.S. Customs screening questions you will have to answer for. If you fly in from Hawaii at minimum you will be asked if any fresh Fruits or perishables are to be claimed. If connecting from a foreign country such as Japan or the Philippines will probably require more information, then a Passport will be required. <br /><br />Side Note: Please Enjoy the Island and keep in mind it is not the continental US, it is a tiny Tropical Island so no more hours long road trips.
