Prior enlisted Army here. I got O1-E pay when I commissioned in the Air Force Reserves and then O2-E and O3-E pay as active duty Navy. It goes away at O4, but by then you're likely maxed out on the pay scale anyway. If you were active duty, the points requirement aren't a concern. It is more so for Guard and Reserve where the points are important since they earn points differently than AD

From DFAS it states:
NOTE: COMMISSIONED OFFICERS WITH OVER 4 YEARS ACTIVE DUTY SERVICE
AS AN ENLISTED MEMBER OR WARRANT OFFICER

From Militaryrates.com it states:
Note: The following military pay scale is applicable to O-1 to O-3 with at least 4 years and 1 day of active duty or more than 1,460 points as a warrant and/or enlisted member.
