It's possibly one of the more honest reports I've ever read, if true. Sadly there are those among the hopeless (veterans and nonveterans alike) who resist placement so we must be careful in proclaiming anything that sounds like success. That being said, we must then account for the cynicism that is natural to all of us who share a knee-jerk distrust for anything said by any government official...
