We do it's just we don't have the capability to shoot down all of them especially ones fired by China and Russia where they have over 100 nuclear weapons on ready launch status.

Your source seems to have some sort of Russian tie-in, (Sputnik), so I'm not sure why you're giving it any credence. The short answer is that shooting down ICBM's is tricky business. Almost certainly we could shoot down the VERY few that Fat Boy Leader has. We could NOT shoot down a barrage from Russia or China if they went all-out.

It's as the DoD stated the flat trajectory of the missiles makes them harder to shoot down because they never leave the atmosphere in all but a very few cases. The trajectory the NK use is not the trajectory a normal ICBM uses. In fact the suspicion is that NK is usuing the flat trajectory to avoid shoot down and embarassment there. The ones that never leave the atmosphere are also not a threat to CONUS as they will always burn up their fuel and fall into the ocean far short of CONUS.
