My ones all did before I retired as a civilian cop and police chief. The only one that was Guard and Reserve hostile ironically in 1986, was the NC Highway Patrol, which was and is a sister agency under the NCDPS to the NC National Guard. I filed a complaint with the Dept. of Labor for being denied time off for drill. I was told because I didn't have 5 year's tenure as a state employee, I was not covered. I resigned in 87 due to harassment by my district 1st Sgt. The DPS changed their policy the day after my resignation became effective. The USERRA Laws under federal labor laws were changed after the Gulf War to tighten up on all areas and to include probationary and at-will employees.
